Introduction

Dispatch News Group Co., Ltd. (“Company”) is committed to protecting the personal information of users of the Dipe service (“Service”). The Company complies with relevant laws, including the Act on Promotion of Information and Communications Network Utilization and Information Protection.

This Privacy Policy explains how personal information is collected, used, and protected. It may be revised due to changes in laws, regulations, or internal policies. Users will be notified of revisions via the Dipe website or mobile application.

1. Purpose of Collection and Use of Personal Information

The Company collects personal information to provide and manage membership services, and may deliver service-related information through post, phone, email, SMS, or notices. If a member opts out of such communications, the Company respects that choice and is not responsible for any disadvantages resulting from the lack of such information.

The main purposes are:

1. Membership registration and management: Verification of identity and eligibility, authentication, notice delivery, complaint handling, and dispute resolution. The Company does not collect information from children under 14.

2. Customer service: Identity verification, communication, and resolution.

3. Product and service delivery: Shipping, billing, content provision, customized services, age verification, and payment processing.

4. Marketing and analytics: Service development, event promotion, statistical analysis, service improvement, and frequency tracking.

2. Items of Personal Information Collected

Personal information is collected during membership registration or service use. Some fields are mandatory, while others are optional.

- Mandatory information collected without separate consent: For paid services under Dipe, the Company collects the receipt number for in-app purchases. This is retained until withdrawal of membership or as required by law.

- Optional information collected with consent:

- For membership registration (via Email, Google, or Apple login): login ID, email, nickname, date of birth, and gender (optional).

- For service use and prevention of duplicate participation: phone number, country, usage records, access logs, cookies, IP address, misuse history, customer inquiries, event participation records, device information, advertising ID, basic usage statistics, app installation/use history, and access frequency.

- For product purchases: purchaser details (name, email, contact), recipient details (name, contact, address), payment information (method, amount, date/time, approval number), cash receipt information, and refund account details.

- For event applications or ticket reservations: applicant details (name, date of birth, contact, email), payment information, cash receipt information, and refund account details.

- Non-member information collection:

- For customer support: email address.

- For product purchases: same purchaser, recipient, payment, and refund details as above.

- For partnership proposals: company name and contact person details (name, position, contact, email).

All of the above are retained until withdrawal or as required by relevant laws.

3. Methods of Collection

The Company informs users in advance and obtains consent before collecting information. Collection methods include: SMS phone verification, Dipe website or app, phone, fax, consultations, partner companies, log analysis programs, online or offline events/promotions, payment or service use, marketing activities.

4. Retention and Use Period

Personal information is retained from registration until account deletion. If retention is required under law (e.g., Commercial Act), it will follow statutory periods.

Retention examples:

- Display/advertising records: 6 months

- Contracts or withdrawal records: 5 years

- Payment and supply records: 5 years

- Customer complaints/disputes: 3 years

- Credit information processing: 3 years

5. Provision of Personal Information to Third Parties

The Company does not provide personal information to third parties beyond what is disclosed in this policy, except with user consent or as required by law.

Example: To Deokwon Culture Distribution for delivery fulfillment and customer service, the Company may share purchaser information, recipient information, payment details, cash receipt details, and refund account details. Retention lasts until the purpose is achieved or the legal retention period expires.

6. Outsourcing of Personal Information Processing

The Company may outsource tasks to external service providers while ensuring compliance with privacy laws. Obligations include confidentiality, prohibition of third-party sharing, liability for incidents, and secure destruction after contract termination.

Examples:

- Amazon Web Services: SMS delivery (Seoul region cloud server used).

- Speace: Advertising operations and inquiries.

- Korea Information & Communication Co., Ltd.: Payment gateway.

Overseas transfers:

- Google LLC (USA): Collects usage data for analytics.

- Apple Inc. (USA): Processes refunds and verifies purchases.

7. Procedures and Methods for Destruction of Personal Information

Upon account withdrawal or fulfillment of purpose, personal data is destroyed without delay. Printed data is shredded; electronic data is irreversibly deleted. Users can request deletion via Settings > Delete Account in the Dipe app.

8. Rights of Users and Legal Representatives

Users may request access, correction, deletion, or suspension of personal information via written request, email, or fax. Legal representatives may act on behalf of users with proper authorization.

Users can also manage personal information directly in Full Menu > Account Information or withdraw accounts via Settings > Delete Account. Withdrawal may limit service use.

9. Automatic Data Collection Tools

Cookies and advertising identifiers are used for:

- Customized services

- Marketing analysis

- Service improvement

Users may choose to allow, reject, or be alerted before storing cookies. Instructions for browser/app settings (IE, Chrome, Safari, Android, iOS) are provided.

12. Technical, Administrative, and Physical Safeguards

Technical: Firewalls, intrusion prevention systems, encryption, secure access logs.

Administrative: Quarterly audits, staff training, internal management policies, access control.

Physical: Restricted access to data storage facilities.

13. Linked Websites

Third-party linked websites have their own privacy policies. The Company is not responsible for their data practices.

14. Notification of Policy Changes

Changes will be notified at least 7 days before taking effect, and 30 days in advance for significant changes affecting user rights.
